Placeholder policy

This is a scaffolding placeholder used by the Phase B1 IA build to satisfy Next.js static-export requirements for the dynamic /legal/[slug] routes.

Real legal content (Terms of Service, Privacy Policy, DMCA, Acceptable Use, subprocessor list, and audience-specific agreements) lands in Phase B2 and replaces this file.
